ARCADIA — Dignitaries from Arcadia’s past and present came together Monday morning to break ground on the city’s new Eugene Hickson Sr. Water Treatment Plant.

“It’s wonderful to see a crowd like this, not just to see the ground breaking of a water plant, but to honor a man like Mayor Hickson,” City Councilman Joe Fink said.
