When the Venice City Council adopted new utilities rates last week they also adopted a recommendation by a stakeholder group to keep utilities deposits for renters right where they are — almost three times higher than those required from property owners.

Despite that recommendation, the city is considering lowering renter deposits after a number of complaints.
